Unable to see "Upload" button / #4884

When I navigated to Project, Files section, nothing is displayed, only the default <div id=b_projViewFiles_support_long> element. There is no Upload file button.

In wikis, I can upload my files correctly. I am using PHP 5.1.6. Thanks!
