Download Eclipse with the PHP IDE Project
- the best is to download the all-in-one package e.g. http://www.eclipse.org/downloads/download.php?file=/tools/php/downloads/drops/S20061026-M3/all-in-one/phpide-all-in-one-S20061026-M3-win32.zip
- now install your plug-ins
  - Go to Help -> Software updates -> Find and Install ---> then Search for new features to install ---> New Remote Site
  - for the subclipse plugin: http://subclipse.tigris.org/update/
    - fill in the url: https://svn.sourceforge.net/svnroot/streber etc...
  - for the phpeclipse perspective: http://phpeclipse.sourceforge.net/update/releases
  - or alternative download and install: http://prdownloads.sourceforge.net/phpeclipse/net.sourceforge.phpeclipse_1.1.8.bin.dist.zip?download
